Tilman was born in Monongalia Co., Virginia to Thomas Wolverton (1861-1808) and Elizabeth Watts Glendening. He first married an older sister of Agness McVicker (whose given name is believed to be Jane) and they had one son Norvell before she died. Tilman then married second to his wife's sister, Agnes, on June 01, 1834 in Muskingum Co., Ohio. Tilman moved to Vermilion County, Illinois prior to 1840 and his son Mack C. was born there. In 1842 Tilman joined a wagon train headed to Texas. They first floated down the Ohio and Mississippi Rivers and then traveled overland to the Tennessee Colony settlement in present day Anderson County. They spent the winter there and in the spring they moved on to Limestone County where Tilman settled on the west bank of Plummer's creek about 2 miles west of present day Mexia. He was one of the original 13 settlers who help organize Limestone County.
