Arthur W. Collins, 79, a patent lawyer at the Philadelphia Naval Base for more than 20 years who later practiced family law in Chester, died of respiratory failure on Monday at Willow Valley, a retirement center in Lancaster.
Mr. Collins had been a lifelong resident of Swarthmore before moving to Lancaster six years ago.
He received a bachelor's degree in chemistry from Dickinson College before enlisting in the Army during World War II. He was stationed at Los Alamos, N.M., where he worked on the Manhattan Project.
After his military discharge, he received a bachelor's degree in electrical engineering from Worcester Polytechnical Institute in Massachusetts and a law degree from Temple University.
At 1953, he became a patent attorney in the procurement department at the Philadelphia Naval Base.
After he retired in 1975, he worked part-time as a family lawyer for the Delaware County Legal Assistance Office in Chester for eight years.
"Several firms wanted to hire him because of his patent-law background, but he wanted to be involved with helping people," his daughter-in-law, Elizabeth Collins, said.
Mr. Collins was a former president of the Swarthmore Recreation Association. He was active in the Delaware County Fair Housing Council and the local chapter of the American Civil Liberties Union.
In addition to his wife of 52 years, Joyce Christensen Collins, he is survived by sons Carl, James, Robert, and Alan; a daughter Marilyn Weinstock-Collins; a brother; and nine grandchildren.
There will be a memorial service at 11 a.m. tomorrow at Willow Valley North Auditorium, 600 Willow Valley Square, Lancaster. Another service will take place in Swarthmore at noon on Sunday at Swarthmore Friends Meeting, 12 Whittier Place. Burial is private.
